My telegram No. 136.

The only result of wholly unsatisfactory interview with my Japanese colleague this morning was that the Fat Shan might sail on Thursday but without passengers.

I understand

that the owners are not inclined to accept this proposition.

Mr. Okazaki said that Canton Maru would not call at Hongkong

as agreed, see my telegram No. 132, and that no further requests for visits of Japanese Government chartered vessels to Hongkong under agreement would be made. [End of R.]

2. Agreement therefore appears to be at an end and we are once more entirely dependent for communications and

supplies on His Majesty's Ships. I am not prepared, unless

instructed, to do any more locally.

I consider Japanese

Consul-General's action inexcusable regarding the Fat Shan

and the unilateral cancellation of agreement, and that it

should be resisted. Despatch follows by first available

safe opportunity.

in-Chief No.70.
